EHR (Estonian building register)
Buildings in Estonia's building register and planning data in PLANIS — address and EHR-code lookup, permit documents and plan coverage.
What is registered at an Estonian address: the building, its permit history, and whether a detailed plan covers the spot.
What it is
Section titled “What it is”EHR is Estonia’s national building register. PLANIS holds the planning side. This integration reads both — keyless and read-only — so a question about a location can be answered from the register rather than from a map someone remembers.
Use it for
Section titled “Use it for”- “What is registered at this address, and is it covered by a detailed plan?”
- “Look up this EHR code and tell me what the building is.”
- “Which permit documents exist for this building?”
- “Does planning coverage exist at this location?”
| Function | Answers |
|---|---|
| Usage guide | How address lookup and EHR-code lookup differ — the assistant reads this first |
| Search buildings | Buildings matching an address or search term |
| Get building | One building by EHR code |
| Building documents | The permit and procedure documents registered for a building |
| Plan coverage | Whether, and by what, a location is covered in PLANIS |
Data and permissions
Section titled “Data and permissions”- Open register, no key. Nothing about your organisation passes through.
- Read-only.
Getting started
Section titled “Getting started”Add the MCP server to an assistant and ask.
Limitations
Section titled “Limitations”- Estonia only.
- Registry facts, not a site survey. What the register holds may lag what has been built, and an unregistered change does not appear.
- Plan coverage is not planning permission. Knowing a plan covers a location says nothing about whether a specific proposal would be permitted under it.
- Address matching is imprecise. Estonian addresses have several written forms; the EHR code is what identifies a building unambiguously.
