Finlex
Finnish legislation and case law from the Ministry of Justice — statutes, consolidated text, government bills and agency regulations.
Finnish law from its official source, with the distinction that matters kept intact: the statute as enacted and the statute as currently in force are separate things, and the integration never blurs them.
What it is
Section titled “What it is”Finlex is the Ministry of Justice’s legal database. This integration reads it live — no key, no account — across three document families: original statutes, consolidated (currently in force) text, and other documents including government bills and agency regulations. It also links out to court judgments, including the Supreme Court and the Supreme Administrative Court.
Use it for
Section titled “Use it for”- “What does Finnish legislation say about processing personal data in municipal services?”
- “Show the current, in-force wording of this section.”
- “Find the government bill behind this act and summarise its reasoning.”
- “Which agency regulations apply in this area?”
- “Is there a Supreme Administrative Court ruling on this question?”

Data and permissions
Section titled “Data and permissions”- Open, no API key. Nothing about your organisation passes through.
- Read-only.
- Live. Answers come from Finlex at the time of the question.
Getting started
Section titled “Getting started”Add the MCP server to an assistant and ask.
Limitations
Section titled “Limitations”- Finland only.
- Not legal advice. The integration returns the text and the reference; applying it to a set of facts is a lawyer’s judgement.
- Original and consolidated text answer different questions. “What was decided” and “what applies today” can differ substantially, and a question that does not say which gets whichever family it searched.
- Finnish and Swedish are both official. A provision may read slightly differently between language versions, and a translation into English is the assistant’s, not the legislator’s.
